and was designated a department with two provinces panama and veraguas. the federation of gran colombia dissolved during 1830 with ecuador and venezuela going their separate ways. but panama remained a part of colombia. however, as early as 1827, panama realized that their association with colombia had been a mistake and started a separation movement. they realized that commercial ties amounted to little and as the darien jungle separated them from the rest of colombia they were treated like foreigners denied of benefits the rest of the country enjoyed. the colombian government quickly pacified the separatists by agreeing to provide more benefits. the next attempt at separation occurred on november 18, 1840 when the people of the city of panama declared their independence. at the time the civil head of the isthmus was in sympathy with the movement and offered no opposition. on hearing what was going on, colombia sent a commission to discourage the movement and to reincorporate panama into the colombian confederation. promises were made for a better administration of panamanian affairs and full amnesty for those connected with the separation plot. on december 31, 1841 the people of panama entered into a new treaty by which panama once again became part of the colombian hierarchy. in march 1842, the treaty of panama was repudiated when the vice president of colombia declared that the commission had exceeded their authority. on february 27th 1855, the government of colombia granted the isthmus the title of "state of panama" with all rights and privileges of a sovereign country. it is doubtful however that the people of panama ever benefited from this. another independence movement started in 1860 by jose de obaldia, governor of panama. while colombia was rocked by civil war and completely disorganized obaldia announced his intentions to the colombian government that he was going to establish the isthmus of panama under a protectorate from the united states, france or england. in 1861, the president of colombia sent his deputy to panama who arranged for a new treaty that provided more promises and guarantees. but again, that treaty was withdrawn in less than a year. between 1863 and 1886 the isthmus was plagued with constant turmoil between supporters of liberal and conservative parties in colombia depending on who was in power. rebellions and violence were almost continuous, staged by troops, local citizens, and factions out of power against edicts imposed by the central government. the french obtained exclusive rights to construct a canal across the isthmus in 1879. there were forty administrations in the panama department and thirteen interventions by the united states, at the request of the colombian government, to protect property and citizens. the united states consul general reported that threequarters of the panamanians wanted independence and would revolt if they could be sure of nonintervention from the u.s. in 1902, the colombian government again asked the united states to intercede on their behalf with a remnant rebel force that controlled panama after colombia's "war of a thousand days". an armistice was signed in the bay of panama aboard the u.s.s. wisconsin in 1902. throughout the period of turmoil and especially since the spanishamerican war, the united states had expressed an interest in restarting the building of a canal across panama since the french effort had failed in 1889. in 1902 the u.s. signed a treaty under which colombia gave the united states the right to complete the canal. however, the colombian government did not ratify the treaty and the united states, determined to build the canal, encouraged the separatist movement. by july 1903 a revolutionary junta had been formed with financial assistance provided by a french national representing the defunct french canal effort and plans were started to throw off the colombian chain forever. on november 3rd 1903, while an american gunboat, the uss nashville, was off the coast of colon, panama declared its independence from colombia and card chips poker or online video poker casino.
